स्वामित्व योजना गांवों में रहने वाले लोगों के लिए बेहद जन कल्याणकारी–इस विषय को लेकर अधिकारियों के साथ अपने कार्यालय में आयोजित समीक्षा बैठक में की विस्तार से चर्चा–बेहतर समन्वय के साथ कार्य करने के लिए दिए दिशा-निर्देश:-डीसी विक्रम सिंह।

उपायुक्त विक्रम सिंह ने आज अपने कार्यालय में आयोजित समीक्षा बैठक में बताया कि स्वामित्व योजना के तहत जिला अम्बाला में बेहतर कार्य किया जा रहा है। जिले में 455 गांव है जिनमें से 244 गांवों में ड्रोन फ्लाईंग का कार्य पूरा कर लिया गया है, बाकी शेष बचे गांवों में ड्रोन फ्लार्इंग के कार्य में तेजी लाई जायेगी। उन्होंने कहा कि सर्वे ऑफ इंडिया के तहत पहले ड्रोन फ्लाईंग के कार्य को दो टीमें कार्य कर रही थी आज एक तीसरी टीम आई है। उन्होंने कहा कि यदि सर्वे ऑफ इंडिया द्वारा टीमों की संख्या एवं बैटरियों की संख्या को बढ़ाया जाता है तो इस कार्य को तेजी से करने का काम किया जा सकेगा। ऑनलाईन जमाबंदी व इंतकाल विषय में जिले में राजस्व विभाग द्वारा बेहतर समन्वय के साथ कार्य किया जा रहा है, सभी जमाबंदी ऑनलाईन हैं। यह बात उन्होंने वीसी के माध्यम से हरियाणा के वित्तायुक्त (एफसीआर) संजीव कौशल को अवगत करवाते हुए बताई।
इससे पहले हरियाणा के वित्तायुक्त (एफसीआर) संजीव कौशल ने लाल डोरा मुक्त (स्वामित्व योजना) करने को लेकर वीसी के माध्यम से प्रदेशभर के उपायुक्तों से एक समीक्षा बैठक आयोजित करते हुए स्वामित्व योजना की प्रगति तथा ड्रोन उड़ान की भी समीक्षा की। उन्होंने कहा कि जून माह के अंत तक डीडीपीओ तथा डीआरओ मिलकर स्वामित्व योजना का कार्य पूरा करें, जिससे कि इस योजना का सभी गांवों में समय पर लोगों को योजनाओं का लाभ मिल पाए। एफसीआर ने इस समीक्षा बैठक में प्रदेशभर के उपायुक्तों व अन्य सम्बन्धित विभागों के अधिकारीगणों से स्वामित्व योजना, ऑनलाईन म्यूटेशन, ऑनलाईन जमाबंदी के तहत किए जा रहे कार्यों बारे समीक्षा लेते हुए इन सभी विषयों में तेजी लाने के भी निर्देश दिये। उन्होंने एंजैडे में रखे बिंदुओं बारे विस्तार से चर्चा की।
उपायुक्त विक्रम सिंह ने वीसी को देखने और सुनने के उपरांत सम्बन्धित अधिकारियों की बैठक लेते हुए कहा कि स्वामित्व योजना एक महत्वपूर्ण योजना है तथा इस योजना के तहत बेहतर समन्वय के साथ कार्य करते हुए लाभार्थी को इसका लाभ समय पर दिलवाना है। उन्होंने कहा कि इस विषय को लेकर अधिकारियों द्वारा बेहतर कार्य भी किया जा रहा है, जो कुछ कमी रह गई है उसे भी हमें दूर करना है। उन्होंने कहा कि स्वामित्व योजना के तहत सभी प्रोपर्टी की आईडी होना अनिवार्य है, इसलिए हमें मिलकर बेहतर समन्वय के साथ कार्य करना है। उन्होंने यह भी कहा कि वीसी में एफसीआर संजीव कौशल द्वारा जो दिशा-निर्देश दिए गये है उसकी अनुपालना के तहत स्वामित्व योजना के तहत सम्बन्धित अधिकारियों को इस कार्य में तेजी लानी है। उन्होंने कहा कि मुख्यालय द्वारा इस योजना पर निरंतर मोनिटरिंग की जा रही है। इसलिए सम्बन्धित विभाग के अधिकारी बेहतर समन्वय के साथ इस कार्य को करना सुनिश्चित करें।
उपायुक्त ने सम्बन्धित अधिकारियों को निर्देश दिये कि जिस क्षेत्र में ड्रोन फ्लाईंग की जानी है वहां पर चुना मार्किंग का कार्य पहले से ही दुरूस्त हो जाना चाहिए। इसके साथ-साथ उन्होंने सर्वे ऑफ इंडिया द्वारा जो नक्शे भेजे गये थे उसके तहत क्या कार्य किए गये हैं उस बारे भी अधिकारियों से जानकारी ली और कहा कि  इस विषय को लेकर सोमवार तक सभी कार्य हो जाने चाहिए। उन्होंने सम्बन्धित अधिकारियों को यह भी कहा कि स्वामित्व योजना के तहत जो ग्राम सभाएं की जानी है वे भी पूरी करवाएं। उन्होंने कहा कि गांवों में रहने वाले लोगों के लिए यह योजना बेहद जन कल्याणकारी है और इस योजना को पूरा करने में किसी भी प्रकार की ढील एवं कौताही न बरती जाए।
बैठक में एसडीएम गिरीश चावला, डीआरओ राजबीर धीमान, डीडीपीओ रेणू जैन, नगराधीश आंचल भास्कर, बीडीपीओ सुमन कादियान, डा0 बलजीत सिंह, संजय टांक के साथ-साथ सम्बन्धित विभागों के अधिकारीगण मौजूद रहे।
