चंडीगढ़, 25 फरवरी- भारत सरकार के ‘नवीन एवं नवीकरणीय ऊर्जा मंत्रालय’ द्वारा लोगों को ‘रूफटॉप सोलर योजना’ के बारे में कुछ कंपनियां द्वारा फैलाई जा रही अफवाह से सजग रहने के लिए एडवाइजरी जारी की गई है।

एक सरकारी प्रवक्ता ने इस बारे में जानकारी देते हुए बताया कि भारत सरकार के नवीन एवं नवीकरणीय ऊर्जा मंत्रालय द्वारा घरों की छत पर सोलर पैनल लगाकर अपनी बिजली बनाने हेतु रूफटॉप सोलर योजना (फेज द्वितीय) चलाई जा रही है जिसके तहत पहले 3 किलोवाट तक 40 प्रतिशत की अनुदान राशि और उसके बाद 3 किलोवाट से 10 किलोवाट तक के लिए 20 प्रतिशत तक की अनुदान राशि मंत्रालय द्वारा दी जा रही है। यह योजना स्थानीय विद्युत वितरण कंपनियों (डिस्कॉम) द्वारा क्रियान्वित की जा रही है।

उन्होंने स्पष्ट करते हुए बताया कि मंत्रालय के ध्यान में लाया गया है कि कुछ रूफटॉप सोलर प्लांट लगाने वाली कंपनियां/वैंडर्स द्वारा स्वयं को मंत्रालय द्वारा प्राधिकृत वैंडर्स बताकर रूफटॉप सोलर प्लांट लगाया जा रहा है।

उन्होंने बताया कि मंत्रालय द्वारा किसी भी वैंडर को प्राधिकृत नहीं किया गया है तथा यह योजना केवल राज्यों की विद्युत वितरण कंपनियों द्वारा क्रियान्वित की जा रही है जिसके तहत विद्युत वितरण कंपनियों द्वारा निविदा प्रक्रिया द्वारा वैंडर्स का चयन कर सूचीबद्ध किया जाता है तथा रूफटॉप सोलर प्लांट लगाने की दर निर्धारित की जाती है।

उन्होंने बताया कि लगभग सभी विद्युत वितरण कंपनियों ने इसके लिए ऑनलाइन प्रक्रिया जारी की है, ऐसे में रूफटॉप सोलर प्लांट लगाने के इच्छुक घरेलू उपभोक्ता ऑनलाइन आवेदन कर सकते हैं और राज्य की विद्युत वितरण कंपनी द्वारा सूचीबद्ध वैंडर्स से रूफटॉप सोलर प्लांट लगवा सकते हैं। इसके लिए उन्हें केवल निर्धारित दर के अनुसार कुल कीमत में से मंत्रालय द्वारा दी जाने वाली अनुदान राशि घटाकर शेष राशि का ही भुगतान वैंडर्स को करना है जिसकी प्रक्रिया विद्युत वितरण कंपनी के ऑनलाइन पोर्टल पर दी गई है। अनुदान की राशि वैंडर्स को मंत्रालय द्वारा विद्युत वितरण कंपनियों के माध्यम से दी जाती है। उन्होंने बताया कि घरेलू उपभोक्ताओं को जानकारी दी जाती है कि मंत्रालय की योजना के तहत अनुदान पाने के लिए वे केवल विद्युत वितरण कंपनियों द्वारा निर्धारित वैंडर से ही रूफटॉप सोलर प्लांट लगवाएं।

प्रवक्ता ने आगे बताया कि मंत्रालय के ध्यान में वह भी लाया गया है कि कुछ वैंंडर्स घरेलू उपभोक्ताओं से निर्धारित दरों से ज्यादा कीमत वसूल कर रहे हैं जो कि गलत है। उपभोक्ताओं को सलाह दी जाती है कि वे विद्युत वितरण कंपनियों द्वारा निर्धारित दरों के अनुसार ही भुगतान करें। विद्युत वितरण कंपनियों को निर्देश दिए गए हैं कि वे ऐसे वैंडर्स की पहचान कर दंडित करें। उन्होंने बताया कि अधिक जानकारी के लिए सम्बंधित विद्युत वितरण कंपनी अथवा मंत्रालय के टोल फ्री नंबर 1800-180-3333 पर संपर्क कर सकते हैं। अपनी विद्युत वितरण कंपनी का ऑनलाइन पोर्टल जानने के लिए https://solarrooftop.gov.in/grid_others/discomPortalLins पर क्लिक करें।
